KAR Properties has broken ground on the 2000 Ocean condo tower in Hallandale Beach. Led by Shahab Karmely in New York, the developer is building the 38-story glass-encased tower along the beach on 1.3 acres at 2000 S. Ocean Drive. The developer has declined to say how many of the 64 units are pre-sold.
